New York State Department of Labor (NYSDOL) Transgender and Non-binary Wellness and Equity Fund (TWEF) Request for Proposals (RFP)

The New York State Department of Labor (NYSDOL) is making $1M available in furtherance of the Lorena Borjas Transgender and Non-Binary Wellness and Equity Fund (TWEF) through this Request for Proposals (RFP). Funding will support organizations that demonstrate the capacity to increase access to employment for transgender, gender non-conforming, and non-binary individuals (TGNCNB); promote employment equity for TGNCNB individuals through full and equal access to training services; and eliminate bias and discrimination based on gender identity and expression in the workplace.

In accordance with NYS Public Health Law, Section 244, TWEF funds shall be used to provide funding for educational and vocational training programs developed by, or in consultation with, TGNCNB individuals to increase the employment status and educational attainment level of TGNCNB residents of NYS.   

Funds can be used for organizations to develop and enhance comprehensive workforce development services and expenses for TGNCNB individuals within NYS, including occupational skills training, career development services, and supportive services. Additionally, the funding aims to support the implementation of proven strategies or innovative interventions to address issues related to the key employment barriers impacting TGNCNB communities including, but not limited to, economic stability, education, and social and community factors. These funds seek to help TGNCNB individuals enter the workforce, qualify for employment, achieve full employment, or increase wages through skill development. In line with the goal of this RFP to develop the TGNCNB workforce, and in recognition that the TGNCNB community is best situated to do this work with cultural competence, funding priority will be given to TGNCNB-led and staffed organizations.

New York State Department of Labor (NYSDOL) Office of Just Energy Transition (OJET) Growing the Clean Energy Workforce (GCEW) Request for Proposals (RFP)

The Growing the Clean Energy Workforce (GCEW) Program Request for Proposals (RFP) will provide $5 million funding to eligible organizations to expand or create statewide clean energy training or pre-apprenticeship programs and provide wraparound services to participants in these programs. Eligible organizations may utilize the services of a training provider to deliver the programs. Priority in scoring will be given to:

  • Training/upskilling or pre-apprenticeship programs currently operating within Disadvantaged Communities (DACs), as defined by the Climate Justice Working Group (CJWG);
  • Training/upskilling or pre-apprenticeship programs intending to train individuals from DACs; and
  • Training/upskilling or pre-apprenticeship programs serving individuals with barriers to employment, as further described in Section VII. of this RFP.

At least 35% of program participants must be from DACs to be eligible for funding. Bidders will be required to submit the DAC Attestation Form (Attachment DAC) stating that this requirement will be met. During contracting, if it is found that the Contractor has not met this requirement, NYSDOL reserves the right to rescind the grant award and reallocate the grant funds.

GCEW is funded with State funds by the New York Power Authority (NYPA) and is made available through the New York State Department of Labor (NYSDOL) Office of Just Energy Transition (OJET).

NYSDOL Workforce Development Training (WDT) Programs

Due to unforeseen technical issues during the transition of grantmaking activities from Grants Gateway to the Statewide Financial System (SFS), and the volume of applications we received for the WDT ERAT and RTG programs, NYSDOL’s review of these applications is taking longer than normal. New York State Department of Labor (NYSDOL) Teacher Residency Program (TRP) Round 2 Request for Applications (RFA)

Proposal Due Date: Ongoing, but no later than August 30, 2024


The purpose of this New York State Department of Labor (NYSDOL) Teacher Residency Program (TRP) Request for Applications (RFA) is to partially or fully fund master’s degrees for teacher residents who are enrolled in a residency program registered with the New York State Education Department (NYSED). These residents must be graduate-level PK-12 teacher candidates who will complete a residency within a New York State (NYS) public school district, private school, charter school, or Board of Cooperative Educational Services (BOCES) program.

Note: Teacher residency programs do not include funding for master’s degrees for certified teachers who currently work in a NYS public school district, private school, charter school, or BOCES program and hold an Initial, Professional, or Permanent certificate.

Funded programs would involve the State University of New York (SUNY), the City University of New York (CUNY), and/or NYS independent and proprietary colleges and universities, all with registered residency programs, partnering with public school districts, private schools, charter schools, or BOCES.

Apprenticeship Expansion Grant (AEG-4) Request for Applications (RFA)

The New York State Department of Labor (NYSDOL) is making up to $3M in State Apprenticeship Expansion Formula (SAEF) funding available under the Apprenticeship Expansion Grant (AEG-4) Request for Applications (RFA). The purpose of this RFA is to expand New York State (NYS) Registered Apprenticeship (RA) training by increasing employment opportunities for approximately 130 apprentices, with a focus on underrepresented populations. These apprentices will enter trades in high-demand occupations, with a focus on the emerging fields of Advanced Manufacturing, Healthcare, Hospitality, and Information Technology, as well as other in-demand occupations. Please note that this solicitation focuses on promoting the expansion of NYS RAs and as such, RAs in the field of Construction are not eligible for funding under this RFA unless the trade is to be used for the upkeep and maintenance of a facility owned by the business entity employing the apprentice, such as plant maintenance trades.


Direct Entry Pre-Apprenticeship (DEPA) Programs Request for Applications (RFA)

Proposal Due Date: June 28, 2024


The New York State Department of Labor (NYSDOL) is making up to $2 million in State Apprenticeship Expansion Formula (SAEF) funding available under the Direct Entry Pre-Apprenticeship Programs (DEPA) Request for Applications (RFA). The purpose of the RFA is to:

  1. Provide funding for DEPA programs to support approximately 300 participants; and
  2. Support entry into NYS Registered Apprenticeship (RA) programs for underrepresented populations including women, minorities, individuals with disabilities, and veterans.

NYSDOL is particularly interested in supporting DEPA programs that provide participants with training and exposure to various trades and offer opportunities for entry into RA training programs. Targeted industries include, but are not limited to, Building and Construction, Manufacturing, and Information Technology (IT).

Additional points in scoring will be given to programs that train participants from priority populations, which include, but are not limited to, women, minorities, individuals with disabilities, and veterans.

Reimagine Workforce Preparation (RWP) Request for Applications (RFA)

The purpose of this Reimagine Workforce Preparation (RWP) Request for Application (RFA) is to secure the services of eligible organizations that can assist the New York State Department of Labor (NYSDOL) in creating or expanding short-term education and training opportunities that help participants return to work, become entrepreneurs, or expand their small businesses. 

For the purposes of this RFA, short-term educational program means a program that provides not less than 150, and not more than 600, clock hours of instructional time per participant over a period of not less than 8 weeks and not more than 15 weeks.

  • If a program intends to train for the maximum of 600 hours, the program must be 40 hours per week and can be no longer than 15 calendar weeks. 
  • Short-term programs lead to certificates, badges, micro-credentials, licenses, and other workplace-relevant credentials; respond to the needs of businesses; and create opportunities for individuals to more rapidly prepare for, and over time adapt to, changing workplace needs.

These activities will assist businesses in addressing an insufficient supply of qualified workers in the wake of a pandemic, the likes of which our country has never seen, and will prepare workers with the occupational skills and credentials that businesses so desperately need.  This cross-collaboration between businesses, workforce development entities, and job seekers will create a local talent pool with relevant occupational skills for in-demand occupations and provide a reliable talent pipeline to businesses during these unprecedented times.
