Expanding Access to Opportunity: NY SCION
At the New York State Department of Labor, we believe every New Yorker should have a fair chance to build a meaningful career. The New York Systems Change and Inclusive Opportunities Network (NY SCION) advances that mission by removing barriers that keep people with disabilities from fully participating in the workforce.
A Strong, Statewide Support System
NY SCION builds on years of work to expand job access, skills training, and economic mobility for people with disabilities. Its focus is direct and practical: place trained specialists in NYSDOL Career Centers across New York to support job seekers with disabilities.
Disability Resource Coordinators
Disability Resource Coordinators (DRCs) serve in 48 of New York’s 62 counties. They are the primary point of contact for job seekers with disabilities at Career Centers and work on three fronts: individual support, systems navigation, and employer engagement.
On the individual side, DRCs meet one-on-one with job seekers to understand goals, identify accommodations, and connect people to training, credentials, and jobs. They also provide benefits advisement and help people weigh how work affects public benefits.
On the systems side, DRCs coordinate with schools, vocational rehabilitation, disability services, and social service agencies so people receive the right mix of supports without delays or duplication. They make sure Career Center services, tools, and spaces are accessible and resolve access issues as they arise.
With employers, DRCs promote inclusive hiring, provide guidance on accommodations, share information on incentives and tax credits, and connect businesses to qualified candidates. They organize and support hiring events, work try-outs, and on-the-job training opportunities.
