New York State Grantmaking Activities Transition from the Grants Gateway to the Statewide Financial System (SFS)

The NYS Grants Management team is pleased to announce that NYS has transitioned all grantmaking activities from the Grants Gateway to the Statewide Financial System (SFS).
A webpage has been established to keep current and future grantees advised of key project information and will be updated regularly.

Overview
The Hazard Abatement Board (HAB) consists of five members appointed by the Governor; one shall be recommended by the Temporary President of the Senate, one recommended by the Speaker of the Assembly, and one recommended by the State Comptroller. Members shall serve at the pleasure of the Governor, and the Governor may replace any member in accordance with the provisions contained in NYS Labor Law Article §27- a (15) for the appointment of members.
The HAB may recommend safety and health standards in accordance with the State Labor Law. Primarily, the HAB awards Occupational Safety & Health Training & Education (OSH T&E) grants for programs that provide training for public and private employers, labor organizations, educational institutions, non-profit organizations, and trade associations. The HAB also administers the Capital Abatement Project (CAP) grants to public employers.
The Bureau Manager for Workforce Development & Strategic Planning within the Division of Employment & Workforce Solutions (DEWS), which acts as the HAB’s administrative arm, is also the Secretary to the HAB. Program staff within DEWS interact with the HAB before, during, and after OSH T&E application review. Staff provide an initial level of review for OSH T&E applications for funding and provide the HAB with progress reports for current contractors who re-apply.
The HAB meets at least once annually to award funding for both OSH T&E and CAP either in Building 12 in Albany, or virtually at a location made public, for any member of the HAB or public who is not able to attend in-person. All Board business is conducted in public meetings and anyone may attend. The members of the board and their representatives shall serve without salary or per diem allowance but shall be entitled to reimbursement for actual and necessary expenses incurred in the performance of their official duties pursuant to this section, provided however that such members and representatives are not, at the time such expenses are incurred, public employees or public officers otherwise entitled to such reimbursement.
