Who We Are

The New York State boiler inspection program began in the late 1800's, as part of the State Fire Marshall's office. It later became a Bureau in the New York State Department of Labor and was given statutory authority under Section 204 of the Labor Law.

At first, we only inspected high-pressure boilers in the manufacturing, dry cleaning, power plant facilities and other commercial businesses. The law was amended in 1965 to include the inspection of low-pressure steam and hot water boilers.

The Bureau consists of a Central Office and six District offices throughout the state. We administer the boiler regulations throughout the state with the exception of the cities of Buffalo, New York and White Plains.  They have their own laws governing boiler inspections. We also monitor insurance company inspections and certify their inspectors.

Services We Offer

The Boiler Safety Bureau is responsible for the inspection of all high-pressure boilers and all low-pressure boilers, except those located in dwellings of less than six families. In accordance with Industrial Code Rules 4 & 14, the inspections are due for:

  • High-pressure boilers each year
  • Low-pressure boilers every other year

In lieu of the Bureau's inspection, the owners may:

  • Insure their boilers
  • Have the inspection performed by the authorized insurance company inspector

The Bureau examines and certifies all insurance company inspectors who perform inspections within New York State.

All welded repairs on boilers must be performed by a repair facility whose repair program has been reviewed, approved and certified every three years by either:

  • The NYS Boiler Safety Bureau
  • The National Board of Boiler and Pressure Vessel Inspectors

The Bureau  also:

  • Investigates boiler accidents
  • Reviews boiler code variance requests
  • Visits  boiler owners
  • Offers advice on installation
  • Answers operational and codes questions

This program is designed to prevent accidents and injuries. The requirement to perform systematic inspections on boilers helps us find deficiencies that could lead to serious safety problems. Most of the safety controls on the boilers do not function during normal operations - they only kick in when there is a problem. Therefore, you must test them periodically to ensure they operate properly when needed.

All of the Bureau's activities promote safety, efficiency, decreased breakdown time and, most importantly, fewer injuries to employees and the public.

The systematic inspection also encourages preventive maintenance on the boilers. This increases the safety, efficiency and life of the boiler and cuts downtime due to boiler failures and repairs.

The certification of boiler repair facilities ensures that they perform correct and safe welded repairs. This protects the integrity of the boiler to the standards of the original construction code.

The examination and certification of insurance inspectors provides a standard of quality inspections provided to the public throughout New York State.
