The 2014-2018 American Community Survey (ACS) Equal Employment Opportunity tabulation is the primary benchmark for comparing race, ethnicity, and gender composition of an organization's workforce to encourage employer compliance with anti-discrimination laws and regulations or to develop affirmative action programs where needed.
The estimates reflect workers' residences and are tabulated from the 2014-2018 ACS 5-Year Estimates. More information can be found here: https://www.census.gov/topics/employment/equal-employment-opportunity-tabulation.html.
