Employee Assistance Program (EAP)

The Employee Assistance Program (EAP) is a joint labor-management program that benefits New York State employees by enhancing employee well-being, increasing productivity, and improving morale in the workplace. The EAP is funded through the collective bargaining agreements between the State of New York and the public employee unions: CSEA, PEF, UUP, NYSCOPBA, GSEU, Council 82, DC-37, and PBANYS. The Office of Employee Relations contributes on behalf of management/confidential employees.

New York State Domestic & Sexual Violence Hotline

Getting help from someone who has experience working within different systems can make things easier for you. The Office of Prevention of Domestic Violence can connect you with providers available to help empower and discuss options, not make decisions for you. You are the expert in your own life and the only one who knows what is right and safe for you.

Domestic violence and sexual violence service providers offer: 24-hour hotlines, legal advocacy, counseling, emotional support, information and referral services, transitional housing, emergency shelter and assistance with appointments to court or the hospital for a forensic rape exam.

Advocates understand the different systems you may interact with: Criminal Justice, Law Enforcement, Family Court, Social Services, Healthcare and Community Resources.

New York State Gambling & Chemical Dependency Hotline

The New York State Problem Gambling and Chemical Dependency HOPEline is owned by the New York State Office of Addiction Services and Supports (OASAS) and operated by contractors to provide high quality, responsive information, and referral services via phone and text message to callers throughout New York State experiencing substance abuse and problem gambling. HOPEline services are free and confidential.

Vibrant Emotional Health is contracted to operate the text message capabilities of the HOPEline. The HOPEline operates 24 hours a day, 365 days a year. The HOPEline responds to callers and follows-up to ensure that referrals result in intake appointments and to provide support and additional referrals as appropriate. The implementation of a multiple language HOPEline provides callers with access to bilingual staff to provide services in English and Spanish, as well as Bengali, Traditional Chinese, Haitian-Creole, Korean, and Russian.

New York State Project Hope COVID-19 Hotline

NY Project Hope helps New Yorkers understand their reactions and emotions by providing an emotional support helpline, educational materials, trusted referrals, and local provider agencies, all dedicated to helping you manage and cope with changes brought on by COVID.

NY Project Hope Crisis Counselors understand what you are going through. Talking with them is free, confidential, and anonymous. Talk with someone who is trained, knowledgeable and never judges. Sometimes it’s helpful to talk with someone you don’t know.

Workplace Sexual Harassment Hotline

New York State’s sexual harassment laws protect all employees at any workplace, and individuals who visit a workplace in the course of their own work such as consultants, delivery drivers, repair technicians, or salespersons. Under New York law, harassment at work does not have to be severe or pervasive to be unlawful, and workers have up to three years from the time of a harassment incident to file a workplace sexual harassment claim with the Division of Human Rights.

In March 2022, Governor Kathy Hochul further strengthened the resources available to New Yorkers facing sexual harassment in the workplace by signing legislation directing the New York State Division of Human Rights to implement a toll-free confidential hotline to provide counsel and assistance to individuals experiencing workplace sexual harassment.

New York State Human Rights Law Support

Under the Human Rights Law in New York, every citizen has an “equal opportunity to enjoy a full and productive life.” This law protects you from discrimination in areas such as employment, education, credit, and purchasing or renting a home or commercial space.

 If you feel you’ve been discriminated against, you can file a complaint with the Division of Human Rights. Once a complaint is filed, the Division of Human Rights will investigate and may present the case in a public hearing.
