Mission

The Hazard Abatement Board (HAB) aims to proactively improve occupational safety and health across the state by recommending standard updates and providing financial grants for training and capital abatement projects. The Board’s activities include suggesting updates to safety standards to the Commissioner of Labor.

Furthermore, they distribute Occupational Safety & Health Training & Education (OSH T&E) grants to support training for employers, labor unions, schools, non-profits, and trade groups. The Board also oversees the awarding of Capital Abatement Project (CAP) grants to public employers.

The membership of the board shall consist of five persons appointed by the governor of whom one shall be upon the recommendation of the temporary president of the senate, one upon the recommendation of the
speaker of the assembly, and one upon the recommendation of the state comptroller.

2026-2027 Occupational Safety and Health Training and Education (OSH T&E) Program

The Hazard Abatement Board (HAB), in partnership with the New York State Department of Labor (NYSDOL), (collectively referred to as NYSDOL/HAB) is making approximately $5.9 million in funding available under this Occupational Safety and Health Training and Education Program (OSH T&E) Request for Proposals (RFP).  Funds awarded under this RFP may be used to support activities occurring between August 1, 2026 and July 31, 2027.

​The funds will support the provision of occupational safety and health training and education programs to employees and businesses at locations throughout New York State (NYS), including toxic substance education services, training and education for employees concerning the prevention of occupational diseases and injuries, and any other services deemed effective to promote the prevention of accidents and illness.
